The question is incorrect.
FLV is not a compression, but only a container media file format (Flash Video), within which audio / video streams with different compression can be contained.

If on the fingers: A media file is a set of compressed streams (audio, video, files) packed in a special way in a certain container format. So, to play media files you need:
1. Demultiplexer (demuxer) [as a splitter or parser] - to extract directly the bare but compressed media streams from a particular container format (for example, AVI, ASF, MKV, OGM, MPEG-PS, MP4, MOV, FLV).
2. Decoder for video stream - to decode the extracted compressed video stream (for example, a decoder for MPEG-4 ASP, MPEG-4 AVC (H.264), Theora, VP8, etc.)
3. Audio stream decoder - to decode the extracted compressed audio stream (for example, a decoder for MPEG Layer-3, AAC, AC3, Vorbis, FLAC, etc.)

It is handled by libavcodec (from the FFmpeg project).
If you play in DS-based video players (WMP, MPC, Light Alloy, BSPlayer, Winamp, etc.), you can use ffdshow to decode this video stream (at the same time make sure that the use of libavcodec is selected in the video decoding settings).
Well, or use players where the ffmpeg libraries are integrated for decoding, for example: mplayer, VLC media player and others.
